How do you view these US PATENT images? TIFF Files.

it is tiff, so you can download a tiff image viewer vb.net to open the image. it is not so hard as you imaged.

TIFF file is often used as a raster image format. So I wonder could you view other raster images like png, gif?

It is obvious to get the errors while searching for the USPTO images as it not that small to handle. It is large big database where number of sofware, hardware and business method patents applications is stored and at the same time the database has to mange security also. You probably got these errors while the site was on maintenance.
