why do they use a Windows-like window on an ad targeted to Mac Users?

I know, I prevented several friends from installing this crap. Now I think I have enabled the option to prevent pop-ups in my browsers bu this ad seems to get around that somehow.

That's technically not a popup, but most likely a jQuery popup/dialog window driven by JavaScript.

It comes up with certain websites every time. Are the site owners getting advertising fees? Or is it sneaking in somehow?

They've got to be getting paid. Or the websites of such questionable "character" and purpose that they don't care that somebody is sneaking in.
