UPDATE:
FastestVPN up and running macOS 10.12.6.

Upon launching the app, 'netconfig' asks for permission to modify settings but
refuses to accept log-in info! Had to 'cancel' it 3 or 4 times then it goes away.
(I've had this happen with other apps, think it's a 10.12 bug?)

Log in to FastestVPN.app, choose server, it connects.
1. NYC server: slow as is the NYC on PIA.
2. Atlanta server is only 5% slower than "straight" Comcrap.

If FastestVPN holds up & the service doesn't go t!ts up, think I'll be cancelling
my PIA renewal next February.

If anyone is on Mojave, in order to open the FastestVPN app, you'll have to run:

sudo spctl --master-disable

in terminal (make sure you've quit out of System Preferences first). This command brings back the 'Allow apps downloaded from: Anywhere' option in the Security & Privacy section.

Yeah, a vpn that requires a terminal command to run isn't something I want. The savings are nice but the price is too high.

Forgot about the Gatekeeper, thanks rouderon.
Still don't know what causes that 'netconfig' nag to happen
or why it refuses authorization.
In my case I didn't need to over-ride the Gatekeeper anyway.
