From her perspective, doing this blocking and tackling sets her up for a big payday if the election goes one way.

If it goes the other, she can pile on.

I think amongst many other "interesting" characteristics, she is extremely unselfaware and has way too little clue how much her bias is completely shading her rulings. I think like a lot of right wingers, she has also unselfawarely become enamored with the unitary executive idea as long as it only sticks to a guy on their side and using it at least in her own head to rationalize these rulings (and lack thereof) in favor of Trump.
