you might like concrete5. there's a set of DW extensions that will allow you to convert any design you create to work the CMS. it's essentially snippets of code you apply to areas of your layout that you'd like to be user editable.

http://grabaperch.com/ - $57 for a license for your whole web site. Install the CMS onto your site.
CushyCMS -
http://www.cushycms.com/ - Free or $28/month versions. FTP changes up to your site.
SurrealCMS -
http://surrealcms.com/compare - Free version does a lot of what you need but you can upgrade to $25/month version too.
