The networks are often afraid to let shows grow an audience, so if they don't make good numbers they're axed quickly.

And if show doesn't look like it will do really, REALLY well out of the gate, the initial order is for 7-8 episodes. If it does well, then it's upped to 13, and if it does really REALLY well, they'll go with 22- maybe.

And often there are no re-runs. It's cheaper to replace them with reality shows or new "summer-only" shows.

Season's are really short on UK shows. But i like it when the seasons are short for shows with an "arc". I hate being dragged along endlessly for 20 odd episodes. But for stand alone episodic shows like Human Target i'd prefer longer seasons.
