I was looking at Panasonic and Uniden phones, but the models that block calls are pricey for me. I would like to keep it well under $30. There is a gizmo box that does it for $100. I would like a single phone or free or cheap PC software that will do the job.

Dial up has nothing to do with Google voice. However, you will need to port your number to google voice and get a different one for the home phone. That would require the number being on a cell phone since you can't port from landlines yet. Might end up costing more than $30.

Call blocking for a conventional land-line is usually a pricey extra charge per month - forever.
Even $100 for a box that block numbers based on caller ID would be a bargain for those whose internet is too slow to use VOIP.
