My father used to like to make fake 'champagne' by taking Almaden chablis and fizzing it in a stainless-steel bottle that used CO2 cartridges. I don't think there was enough pressure in those little cartridges to cause an explosion.
I think I'd go that route rather than a system with explosive potential (we won't consider the propane tank in the grill on the patio). If all you want is fizzy water, store-brand seltzer is cheap.
