I found a NASA site that alerts you when you can see the International Space Station: Spot the Station

This is from an email I received this morning (for NW CA coast):

Space Station update:

It was clear tonight so I was able to see it. It was nearly as bright as the brightest stars and seemed slower near the horizons. When it was overhead, you could really see the speed. This was the first time that I saw it.
