Around the college in my area it is common practice to use an SPL meter held at the edge of the property where it meets the street/sidewalk, and if that measurement exceeds their limit (I think it's 90dB?, not sure) then they have the power to fine the homeowner $500 with no warning.
I'm sure this procedure varies, but in a college town they want to be able to quiet a loud party quickly after any complaints.
