Anybody know anything about DB meters?

Around the college in my area it is common practice to use an SPL meter held at the edge of the property where it meets the street/sidewalk, and if that measurement exceeds their limit (I think it's 90dB?, not sure) then they have the power to fine the homeowner $500 with no warning.

I'm sure this procedure varies, but in a college town they want to be able to quiet a loud party quickly after any complaints.

In industrial situations OSHA has decided long exposure to 90+ leads to hearing damage. That's loud. Thanks again for the tips! Radio Shack here I come. If nothing else I may get USB scale. Been wanting one for no reason for a long time.
