Who is more to blame for this craziness, Fred Trump or Roy Cohn?

Judging by his weird behavior that got him sent to (ahem) 'military school', I'd say Trump is his own mentally ill individual.

Fred, however was some kind of a cruel monster himself...as well as a deep, deep bigot.

Fred Trump saw his son collecting switchblades, vandalizing his home and threatening the staff, and instead of providing psychological help, he sent the boy away to a school where their money bought special privileges and the boy could freely bully his way to the top with no repercussions.

Those lessons stayed with Donald Trump for the rest of his life.

The dirty work was already done when Roy Cohn was handed the perfect sociopath to work with.

I agree with Steve G, he's probably too many sociopaths cobbled together to give any one of them full credit.

I will again recommend this film if anyone is interested in Roy Cohn. I did not know much of his life so this was a revelation on multiple levels.
