I send a rebate in July and it is still "processing" even the web site says "Errors: none" and the turn around was supposed to be 6-8 weeks.
I called the customer service and they "escalated" the problem to a "higher level" (the CSR was barely speaking English, and I am very very tolerant to these things since I am not a native English speaker and I have accent myself).

Call 'em back and ask them if you need to call the FTC. That should get them rolling. If not, and it's a big enough rebate, complain to the FTC. It may not get you your rebate, but might get the company a nice fine.

You can try complaining to whoever was offering the rebate. In your case was it the store that sold it, or was the the manufacturer of the product?
I had one rebate that was taking forever, and I finally got one CSR who gave me a fairly accurate description of what was happening, and even said "I could tell you the same thing the other CSRs told you before, but that wouldn't be the truth".
In my case it was for a Brother Printer, and the problem was that Brother hadn't given the money to the rebate house, so they wouldn't mail the checks. 184 days after I mailed the rebate, I got the check.

Start with the Better Business Bureau. They attempt to resolve these things amicably between the parties and when that fails, they provide a database of unresolved complaints that's often used by the attorney generals of the several states when they go after the companies on criminal charges.
If the BBB doesn't do anything then send a letter to your Attorney General and to the Attorney General's office in the state where the rebate company keeps its business address.

And you could try the Postal Inspection Service. But they might be as swamped as the FTC.
