Do PCs need a program to access FTP?

I had a hard time getting Explorer to do SFTP. Maybe it was just the server I wanted to connect to that was picky... they recommended PuTTY PSFTP http://www.chiark.greenend.org.uk/~sgtat...nload.html

True, for SFTP or FTPS I can see using something else... but for plain FTP it seems odd.
