In 4 years with ASO on their smallest plan, no significant down time I am aware of, and I check activity daily. They did have a hardware failure on my server once in those four years, but I did not lose data.

I've had reliability issues with asmallorange.com, but I'd still recommend them for a low-traffic site that isn't mission-critical. The range of services they provide for the money is very good. Even their least expensive plan has access to all of the high-end features as the higher-capacity plans.

I've had Dreamhost for years. Its had its highs and lows. Mostly high though.
