And mildly handicapped people (including mentally) get summonses like the rest of us and need to demonstrate their incapability to serve just like the rest of us.

escaping jury duty isn't a good enough reason to join the ranks of the homeless and/or unstable.
course if you're looking for any excuse I guess it's as good as any .....
