Probably because their fool research people told them that 'viewers got their information from the words first'.
So in spite of what is blatantly obvious to everyone, they continue to destroy the images TV is supposed to bring us. Also, they are somehow afraid of the internet in some weird way not apparent to us.

Pet peeve here also. I have sent emails to local stations asking if anyone actually looks at what they broadcast, I guess the answer is no, as they keep doing stupid things like this. I also hate the local station ID they plug into the screen corner. Sometimes that covers up words when they quote what is being said on screen.

TV news broadcasters seem to be oblivious to the fact that their ubiquitous banner on the lower half of the screen regularly hides what their news story is describing.
(tu) I find that really irritating, too.

My personal pet peeve--- commentators acting like they are 'news reporters' when all they are really doing is expressing opinion and completely fabricated 'theories'.
Yes, I'm talking about YOU, major news media idiots.
Used to be you knew it was Opinion because "OPINION" was splatted on the screen, and the reader said "This is an opinion".

DeusxMac,
Banners like that are annoying. But, more annoying to me are the little non-moving images like the "ABC News.com" in the lower right corner. Many people I know got rid of their tube TVs because images like that got burnt into them. It's also one of the reasons I don't own a plasma TV. Fortunately, it's less of an issue with modern plasma models.

Playing 'music' while they read the news.
