Just had to rescue some friends. They were at Kohls, and went to move their 98 LIncoln Navigator, when the steering wheel, sorta went back and forth slightly,and then there was NO POWER STEERING.
Was able to drive the car, carefully but very difficult to steer. So brought it back to my house.
No visible belt broken, or any leaking Power Steering Fluid, and it looks ok LEVEL wise.
Any thoughts.
Rack and Pinion?

If you can still steer it. The rack and pinion is not physically broken.
It might have a broken internal seal in rack and pinion or in the power steering pump. Or a plug. PowerSteering pump would be my first guess. You can hear it when the engine is running when you turn the steering wheel left/right in parked position.
Those usually die before the rack and pinion do.
The only time I replaced a rack and pinion was when it had a leaky seal.

WHen I heard the car running I didn't hear the power steering or rack make any sound.
I remember the old Aerostar had that plastic pump, and power steering made a distinctive noise.
In moving this vehicle, I did not hear a noise I could associate with a pump

We always called that ARMSTRONG power steering
