Total Choice Hosting has been rock solid for me going on a decade or more.

Best host in the world isn't going to help you if you run outdated versions of PHP or WordPress... or use poor passwords.
That's true, however the best wouldn't offer outdated versions of anything. Passwords are on you.
Total Choice Hosting supports Wordpress but you have to install it yourself, they do not offer a click to install. If he went with them he would have to install, manage, and update Wordpress all on his own.

Like I said, the host doesn't have anything to do with this, other than their poor customer service promising things they don't actually do. Which is a plenty good reason to drop them. But his main issue could have happened with any host.

I'm not sure why you think the PHP install has been compromised. It's probably just scripts that are installed. Most shared hosts don't even give users the ability to mess modules.

Either way, unless you're a pro you're not going to be sure that you've pulled all of the malicious PHP scripts and scrubbed your SQL DB well enough to say for sure that they aren't compromised so it's probably best to start with a clean slate on a new server.
