Dude. My whole point is that delaying the resolution by speculating on the seller's potential misfortune and not following the rules is ultimately a waste of the buyer's time. All these possibilities of seller misfortune are good reasons not to jump off the deep end and be an a-hole about the situation, but when following eBay procedures there is really never a reason to be an a-hole.
Start the process now, if the thing shows up, great, end the process; if not, the buyer is on his way to getting his money back.
Your question was answered umpteen times so you have a consensus on what to do. Looks like the seller's reputation is crumbling for whatever reason; not a good sign that things will turn around for this transaction.

My friend tried to open a case with eBay, apparently he needs to wait until 22nd then he can open a case.

My friend is not an A-Hole, he didn't leave negative feedback (yet). Maybe he will if the seller still doesn't respond, but at this time it is too early to judge.

I didn't ask any questions lately, I just provided an update that the seller got more negative feedback.

I did a study in fraud on ebay years ago and some people do just decide to stop shipping product and keep the money. There was one guy who was a great seller of little figurines. He'd been doing it for years and had a great rep. Then he announced that he had just taken possession of a huge hoard of exceptionally fine, rare figurines. His listings exploded, he extended his handling time to something like 3 weeks. Racked up something like $800k, then emptied the bank account and skipped town leaving his wife to deal with the mess.
That was the biggest ebay fraud that I could uncover, but Ive seen the same thing on small scale lots of times.
