Good Windows 10 sound Card?

I have 2 good friends at work that share a work area and their PC got upgraded to Windows 10 recently. They have a nice stereo System (Technics I believe with large speakers) and they said the music from the new PC sucks. The old PC (Win 7) sounded much better according to them. My first thought was to take the sound card from the old PC and move into the new PC, but it turns out the old PC was using the on-board sound card. I believe the new PC also uses on-board sound.

So now my task it so find a good stereo sound card compatible with Windows 10, ask IT to give me admin rights and I will install it on their PC.

Looking at Amazon, I see many sound cars that are 5.1

I do not need 5.1 or 3D, I just want a Good 2.0 Sound card.

$36 - Creative Sound Blaster Audigy FX but verify the PC has a PCIe slot free.

Looks like it checks most of the boxes, low noise headphone amplifier and does 24 bit at 192 KHz to work with SACD and 5.1 DVD audio.

Edit: over 11% one star reviews (usually my cutoff for Amazon). Complaint of not having an EQ interface for outputs, only inputs. It might be more for people streaming podcasts/games than for an audio buff.
