Also a possibility is that these folders were for some of the classified material that had already been recovered back in the beginning of the year. The problem is, how do you match the documents with there folders?


Why not recover the folders along with the recovered documents.

Maybe without the folders, nobody would know it was Classified material?

Maybe somebody told 45* 'Hey, you can keep this to file your color by number artwork.
