Why does requiring this key sequence before being logging in to Windows make the login procedure more secure?

I have wondered that as well.

cause your starting the machine up again. nothing running (virus, ie) in ram has any staying power beyond a hardware reset.

It's quite easy to make the power on button also a power off button in the power management control panel. I prefer "ask me what to do".

Sure, but it says "Start" down there onscreen. Maybe that's why Vista's "Start" button is now just a logo. Only 12 years for that improvement.
