Yeah, his cognitive ability has trailed off badly from when he was elected in 2016 (not that he used what cognitive ability he had then very well). In his head, you could see him quickly going through a bunch of ramifications of possible replies before he would spout something that usually vibed with his cult so okay. Anyway, you could actually tell his head was racing through options. This contraception ballot response just seems like he has a few big buttons in his brain that he "lazily?" hits. Oh, something about abortion, blah, blah, blah... hit the "let the states decide" button. It's not really different from what he's done before but more cramped and pinched = by loss of function?
