OSX 10.3: Is there a simple Finder I can enable for a user?

I would like to set up a mac for a mom who doesn't know anything about computers.
Is there anything that is similar to the OS9 simple finder you could enable for certain Users?

Sort of.

You could make a managed account with parental controls and limit access to only a certain set of applications which will be the only items in the Dock.

A custom tailored User Account is the best thing,

One thing that I find surprising is that I recently helped a friend make the jump from OS 9 to 10.3 and he finds 10.3 MUCH easier to use than OS 9. It is more intuitive for a Novice User.

Many of us have been is OS X since the Public Beta and we have taken teeny, tiny, baby steps along with OS so we may not notice these things as much. Things like the Dock and the Finder Sidebar make things pretty darn simple, once understood.
