Is this a film that has hardened or do you just want to get the last trace of film off? Brake cleaner or carburetor cleaner are two potent but toxic solvents that should work but I would not use them on food items.

thin layer that has not yet hardened - I want to clean the seal of my bell jar before I put it away for the summer.

Just wipe off as much as you can using a dry lint free wipe. Most solvents won't touch the silicone based grease. Freon TF works but you can't get that anymore. Chromic acid in sulfuric acid will work but that's overkill for your goal and you don't want to go there. The thin residue film you would leave behind dry wiping shouldn't cause you any problems.
