Psystar Selling Software to Run Mac OS on Generic Hardware

Same with just about every other software EULA.

So, if I purchased a relatively inexpensive tablet computer and installed OSX, would the tablet features still work?

Some aspects would work, but you'd probably need some special drivers to make it fully compatible.
