From the regional public utility company's monthly billing statement:

Department of Water Resources "is collecting 23.139 cents per kWh from Bundled customers for each kWh it provides plus the Power Charge Indifference Adjustment component of the Cost Responsibility Surcharge from Direct Access and Transitional Bundled Service customers."

I especially like the "Power Charge Indifference Adjustment."

Does that translate "we're going to adjust your power charge and we're we don't care how you feel about it"? hiner:

Even more interesting is that the "Department of Water Resources" is selling electricity to you.
