Not sure what that means exactly but I had to step away from the computer to deal with work stuff and now they are out.
A larger drive, even at a slower speed, can have a faster transfer speed and seek time if the areal density is higher and has fewer platters as well.

And if the drive is used for backups, then speed isn't a huge consideration.

But I guess that's all moot, for the moment.
