No, it simply says that the TSA must work within the law, just like any other government agency. There actually is no Federal law that requires people to provide ID in order to be allowed on a domestic flight.

It does put a dent in the TSA's ability to act in ways that are arbitrary, capricious, and harassing. The TSA actually has procedures for clearing travelers who do not provide ID, but they apparently declined to follow their own procedures in this case. The actual charges brought against Mocek were totally bogus.

There is no reason to believe that asking people for ID makes flying safer.
