How about insisting on Big business mixing it up and helping out with local entrepreneur small business. Help with the office over head and insurance, etc.

My wish list for stimulating the economy would go something like this.

Make solar mandatory on any new buildings
Make major incentives for installing solar on existing buildings
Invest much much more heavily in space programs
Revamp power grid so power can move easily between the three zones
Give all the money to me and I'll spend it as quickly as possible
