No sure if this is what you're asking but...

View > Switch to Mini Viewer, then View > Switch from Mini Viewer will open the window to fit your display.

Well I was not very clear was I.... and I am a big dummy *(:>*

I went to Pref's>> Displays>> changed resolution to stretched so I could grab the tab and reduce the iTunes window size. It had self expanded so I could not grab the corner and reduce the window sizing.
The corner tab was below the dock.

Question is and should be How do I manually or by key strokes reduce the window size to various sizes...

Move the dock, or

To move or resize a window:
Drag the window’s title bar at the top.
Drag the bottom-right corner of a window.
Click the green zoom (+) button in the top-left corner of the window to switch between a larger and smaller window size.
Some special windows can’t be moved or resized, and may require that you perform an action or answer a question before you can continue with a task.

Click the Green button and from there you are able to make it the size you want. The Green button will make the window fit on the screen

Yes I had tried that ~!~

For some reason clicking the Green button did not work.. thats why I just went to System Pref's
and managed the job from there.
