How can I use Calendar in ML without iCloud?

I turned off Calendar in iCloud but could not find a way of creating new calendars like I could in 10.6.8. I wanted to import ics files into Calendar; see rant below.

Or is there a way of reinstall iCal from 10.6.8?

Did you do anything with the accounts in the application's prefs like Chak suggested? After you reestablish the accounts, the File menu's choices for importing/adding calendars etc. will make sense.
