Guy at work is trying to sell three motorcycles on eBay.
Two got hit with Buy It Nows with a zero rating, ebay accounts 1 day old. 1 is a throwaway email address the other is no longer a member (thankfully - that speeds up the fee refund process).
I think he would be happy to ban bidders with a 0 rating.

I see nothing wrong with chip's requirements.
I usually say "low feedback buyers must e-mail me prior to bidding".
Buyers who can't read get cancelled and blocked.
In this case the damage is done and it's not a terribly high monetary risk.

I was recently talking to someone who was very frustrated about selling a PC laptop on eBay and having three auction attempts in a row won by foreign scammers regardless of what he put in the listing.
