Help me identify this font? and the ornamental clipart?

I'm doing a project and I need to match this font and the ornamental clip art that's around it as close as I can. So far the closest I've gotten is "Saxony-Light" for the font (free). Any help would be appreciated. Thanks

Because the customer wants it digital and wants a bunch of them exactly the same....

It almost looks like it could have been hand lettered, or maybe with a Leroy Lettering Set.

The type and the graphic wouldn't be too hard to re-create in Illustrator.

And faster than trying to figure out what font it is, if it is a font at all.

I traced over it twice the size and tried a couple of font matching sites. Nothing matched the 9, but "Mr Dodo Light" matched the letters pretty well.
