With iOS 12 you could click on an ePub and iOS would ask if you wanted to open in Books or do something else with it.
Now, when you click on an ePub it asks if you want to download the file and then you have to go into files, find the book, click on it, select the "three dots/other, THEN you have the choice to open the file in Books.
Then you have to wait
Leave it to Apple to take something one-click simple and add several layers to it to muck it up.
Or am I doing it wrong? Can you associate ePub file with the Books app?

Where is the ePub located on your iPhone or iPad before importing into Books?
In many places there are hidden shortcuts to copy a file into an app.
it's either available to me via an email or over the internet using Calibre server and a browser. Either way, previously, I would long-press the ePub icon and I would have a choice of "Open in Books" or "Other"
With iPadOS 13, not so, anymore

I use Marvin to read epub and ebooks on my iPad. Nicer than Apple book software in my opinion. Sure hope ios13 didn’t mess with that.
