Some "peers" are much better at reviewing than others. Also, some authors who have their papers rejected will, instead of working to improve the paper or address criticisms of their methodology, shop around for less discerning journals with sloppier reviewers. "Peer review" is the basic minimum requirement but does not assure quality work.
