That was Bill Bratton as Commissioner of Police in NYC that did the "crime reduction." When Giuliani became jealous of the attention Bratton was getting, they argued and Bill resigned. Giuliani takes credit for the resurrection of Times Square but that begun by Disney's Michael Eisner when they decided to restore the New Amsterdam Theater (after successfully restoring the El Capitan Theater on Hollywood Blvd which sparked a massive restoration of that entertainment zone. "I had a little concern about the adjacent nightlife, and he [Giuliani wrote: looked me in the eye and he said, “It’ll be gone,” and I said, “Mr. Mayor, you know there is the American Civil Liberties Union, and I mean, they’re just not gone.” He said, “Look me in the eye.” And I said, “What?” He said, “Look me in the eye.” I said, “Okay.” He said, “They will be gone.” Scared me. I guess[ed] they were going to be gone. So that was that, and we said yes. It was Hillary Clinton with the help of President Bush that secured the billions to immediately aid NYC after 9/11. You have to admire his selflessness and loyalty, working countless hours knowing he wouldn’t get paid one red cent while his friend and client raked in a hundred million dollars for the friend’s defense. Not even a pardon.
