installing a new bathroom sink, should I replace the water valves? Raise the drain pipe?

Yes on the 1/4 turn USA valves

So with the supply lines coming up from down below, know that if you're soldering new copper you'll want to relieve the water volume on the other side somehow. What I mean is, if your flame is trying to heat copper pipe filled with water all you'll do is boil the water for a very long time before the metal ever gets hot enough to sweat the solder into the joint. Ask me how I know.

A piece of sheet metal placed behind the pipes you're working on should keep the wall behind it from burning. Test the connections well in advance of installing the new sink, of course.
