That's probably the biggest stick they could swing.

A whole lot fewer people will hear about this than heard about VW's flagrant cheating of law with emissions fraud; that didn't shame them, why would this?

Something is wrong here.

VW's system, Car-Net, is free for the first five years. If it was indeed a 2021, there's no way the subscription has expired.

However, if it's a few years older, it's a 3G system which the network provider dropped support for. I could totally see a system showing it as shut down due to subscription expiration when really it's just nonfunctional.

Then the article is misleading. The GPS subscription is good, but they didn't have the add-on for:
Stolen Vehicle Locator
If your vehicle is ever stolen, the Car-Net Response Center can work with authorities to access your vehicle's location remotely.

It's a feature they specifically charge for, but probably shouldn't.

If I was in that situation, I would just use the app to have it show me the location.
