Calling lafinfil--please pick up the grey courtesy phone

I haven't had water since Monday and it has been freezing cold. The water department just went through my block and I now have a trickle in the basement sink but nothing so far in the kitchen or upstairs bathroom. Should I leave the kitchen faucet on slightly or close it while the pipes refill? Thanks hon--
