It may well be different. Federal employees tend to gave greater employment protections than in the private sector.

From what I've read mass layoffs/RIFs are not permitted, even for probationary employees, without significant notice & veterans get addition protections under civil service law.
Trying to get around the above by falsely stating employees were fired for performance when they weren't also means personal liability for whomever was...unwise...enough to do that.
All this just costs the federal government more money than just leaving all current employees on the payroll.

Musk doesn't care about any of those details. He fires good people working at Tesla by text when they're on their way to work.

Run the government more like a business.
All the crappy parts of business, like arbitrary layoffs, arbitrary budget cuts, selling off assets to vulture capitalists while papering the C-Suite with checks.

Washington, DC, is an 'at will' state, which means you can get canned for any reason that isn't illegal discrimination. HOWEVER, federal workers is a whole other can of worms. You have to go through a process to fire people, and Elon did not follow that process. That's why they are going after people on probationary status, because it doesn't involve all the red tape. However, there are still some steps you must take, which they did not. And you still can't fire someone, even on probationary status, for illegal reasons. Musk is confusing the federal govt with Tesla and Twitter, where he gets to throw everyone out of work for no reason at all if he cares to (assuming they are located in at will states, and I'm pretty sure he would have seen to that).
