Apple News + iOS Sudoku question

in iOS 18.3, Apple introduced Sudoku.

When you use the keyboard in "notes" mode, sometimes the tiny little numbers are grayed out. What does that mean?

I googled but didn't find an clear answer.

I didn’t know it was there: are you meaning in Arcade (which I don’t have)?

Is the greyed out number already expressed somewhere else in the line, the column, or the 3x3 block where it finds itself?i I’m assuming it’s greyed out, as in not useable. If so, then there is a bug in the program, as I would think that those numbers no longer applicable would just disappear. At least, it has in all the other Sudoku games I’ve played.
