Parking meter maids and LAPD working around UCLA campus have a habit of giving out parking tickets BEFORE the time was up. Sometimes 5 minutes in advance; other times 10 minutes. My S/O and her co-workers were all fined at one time or another. But everyone suspected the scheme but no one had done anything about i. Then one day S/O went to move her car. There was a cop ready to attach the ticket to her car's windshield. She casually approached him to tell him that she still had 5 minutes. He said the ticket had already been written. She yanked it off her car's windshield. Calmly handed it back to him while ... giving him a severe scolding. Then turned and walked away. That was 6 years ago.

Do not know. I wouldn't be surprised if it is still going on. Both of us got laid off four years ago from UCLA. And it has nothing to do with her confrontation with the policeman
