I think it was based on the idea that you can safely remove about one combat brigade per month and there are about 15 combat brigades (or were during much of the campaign) in Iraq.

He has been saying 16 months for three years. It is not clear when the clock starts ticking. 16 months from today may be reasonable but 16 months two years ago was suicide, for us and the Iraqis.

Sometimes I wonder why people even try to estimate. It often causes more problems than it solves. Why not just get the frick out, and then check how long it took? That would likely be more accurate, too. kj.
