Need just enough computer to display a web page

Plenty of power.

Use that and any free, digital signage software and you can update easily and schedule/rotate announcements, etc. - much more easier and professional that throwing up a website or a full-screen PowerPoint, etc.

...I should add that you should also be able to display a web page full screen with this type of software too.
