Permissions are inherited from the parent-folder.
Take a look at the parent-folder using the same command in the Terminal.
Your user name should appear as the owner of the folder and "staff" as the group. If that's not the case then you can use the CHOWN command to fix it.
Does it have a plus sign notation?
If so then you can use the CHMOD command to strip the ACL.
