I actually expect it's a case of 'pour encouragez les autres'. The Hatian government is finally trying to 'take charge' of the situation, but in typical ham-handed third world fashion. In an NPR interview, one of the women was quoted as saying "We had all the paperwork we were told we needed. But when we got to the border they said we needed another paper, and arrested us instead of letting us get the documentation."
One can expect them to start arresting NGO workers very shortly. Note that we know some old friends who are currently in another orphanage in Haiti trying to 'get out' with some 10 children that they have been caring for for the better part of 2 years. Their trip had been planned for several months, but was interrupted by the earthquake. I presume they're rethinking the entire plan.
