Traffic / Driving question. Was I in the wrong?

When in a truck I'll get beside another truck and we'll match gears and do what is required to maintain a steady pace that doesn't require shifting. Of course, we have the advantage of size and can see quite a distance ahead so maintaining a constant speed isn't hard. Until a cop decides we're impeding traffic even when we are really not.

You don't say where your doing this, but if you're not actively passing the other truck, you are very likely in the wrong.

And even if you're right up at the speed limit, if many cars get backed up behind you and the other truck, you are impeding the ability of fire, ambulance and police cars to get past you.
