I downloaded something from Project Gutenberg, and I tried to open it, but I don't think I had anything for it. So I searched for a specialized reader, and I downloaded Adobe Digital Editions, but Adobe wanted me to sign up for some kind of account to use the software. Nyet comrade. Plus they probably use Flash to make it work. So, I next found an extension for Firefox that will read these files, and show any images in them as well. In the browser reader, there is a download link where I can actually download the file. Does this mean that the browser reader is connecting with Project Gutenberg to let me read the book? What if I want to read something offline? Do I need to download the file and use a standalone reader?

Honestly, I've found iBooks on my iPad handles ePubs best.
Download the ePub, drag it over to iBooks, boom. Done. (I think there's a setting you have to do in order to sync your desktop version of iBooks to your iPad version)
Beyond that; download it on your Mac and then email it to yourself, and open it from within your Mail program on your iPad, and it should launch into iBooks.

IBooks on iPad, Calibre to read or convert to Mobi or other formats. Or redownload from PG in another format. My wife likes how the ePub pages "turn" in iBooks on the iPad.

I do not have an iPad, and my phone is a 4s, so this will be for reading on a real computer.;-)
I do have an old 3rd gen b&w Kindle, which I rarely use anymore.
So I guess it's Calibre.

I had absolutely no problems reading ePubs on my 4S.

The desktop version of iBooks also handles ePub. I've read a number of books on my MacBook Pro while it looks like I'm doing research.

You can always email it to yourself. Works fine.
