Dragon on the light pole- my neighborhood

So I'm walking down the street and there is this dragon wrapped around a light pole. About 7 feet tall, maybe 8-9 feet in length. Nobody has any idea of where it came from. It was in front of the library.


It was BIG.

Looks like one of those huge but low-quality arcade prizes from fairs and amusement parks. The kind the lucky winner has to drag around the rest of the day. Maybe someone got tired of storing the thing at home.

I live close to the "Little Vietnam" area of town, and just heard fireworks, which I assume is for the Asian Lunar New Year.
